|| The proposal does not benefit from the permitted development rights conveyed by Schedule 2, Part 3, Class Q of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). The works to form the dwellings would go way beyond what might be reasonably described as a conversion and instead the development would in all practical terms be considered as a fresh build with only a modest amount of help from the original agricultural buildings that currently exist.
