Type Description
Reason The proposal would result in the creation of a dwelling where the housing requirement for rural areas in the District has been reached and at a period when Daventry district has an excess 5 year housing land supply. The proposal would be in conflict with the spatial and housing allocation strategies set out in the relevant development plan as it fails to deliver environmental improvements for the reasons set out in refusal reason 2 below and fails to satisfy the other exceptional circumstances set out by Policy R1 of the adopted West Northamptonshire Joint Core Strategy 2014. Therefore, the proposal is in conflict with the development plan and the aims of national and local planning policies which seek to promote sustainable development, contrary to Policies SA, S1 (D1), S3 and R1 of the adopted West Northamptonshire Joint Core Strategy 2014 and Paragraph 12 of the National Planning Policy Framework 2019.
Reason The proposed development would create an unsatisfactory relationship with the site and surrounding environment. Owing to the position of the existing dwelling (no.15 Daventry Road) being almost centrally located within the plot and positioned close to the road; a further dwelling would not be comfortably positioned within this corner plot and would appear unduly cramped and obtrusive in the street scene and the proposal would harm the character and appearance of site and surrounding area. Moreover, a dwelling constructed on the site would not result in an appropriate density of development in light of the open character of the gardens of the houses along the street and the open character presented by the recreational area located on the immediately opposite side of the road. The proposal is contrary to the development plan and national policies which requires regard to be given to ‘achieving appropriate densities’ and ‘the desirability of maintaining an area’s prevailing character and setting (including residential gardens)’ and which seeks to ensure that development be sympathetic to and respect local character and the surrounding built and natural environment. Therefore, the proposal is contrary to Policy S10 (i) of the adopted West Northamptonshire Joint Core Strategy 2014, Policies SP1 (G), RA2 (C) iii), iv), and ENV10 A) i) iii) vii) and B) of the adopted Settlements and Countryside Local Plan (Part 2) for Daventry District 2020, Policies BO-GP1 (e), BO-H1 (d), BO-D1 (a) (b) (f) (g) of the Made Barby and Onley Neighbourhood Development Plan 2016, and Paragraphs 122 d), 127 a) c) and 130 of the National Planning Policy Framework 2019.
Informative In making this decision, the Local Planning Authority has had regard to the requirements of Paragraph 38 of the National Planning Policy Framework and Article 35 (2) of the Town and Country (Development Management Procedure)(England) Order 2015 (as Amended). Whilst consideration has been given to the planning merits/ benefits of the proposal, it is not considered that these would outweigh the harm identified.
